10 percent condition

How would you check the 10% condition? Can you give a basic example?

Just say I assume there are more than 10n … in the total population.

If I select 40 bananas and try to find their weight. I can say 10% condition is checked as there are probably more than 40*10 = 400 bananas on the entire farm!
