Historical Context v. Outside evidence

What is the difference between outside evidence and using historical context?

You would use historical context for the documents themselves and outside evidence would be used for information/dates/ex that is not included or referenced to in any document. Historical context in, for example, Roosevelt’s Fourth Annual Message in 1904, which is basically an extension of the Monroe Doctrine, would be the US having previously engaged in expansion/imperialist ventures like Cuba, the Philippines, etc. The outside evidence can be something similar to a documents purpose/a person, or contrasting that document/person’s ideas.
