The main impact of upwelling is that cold water and nutrients are brought towards the surface and shore of the ocean. This can cause a la Nina (cooling of ocean surface water) in extreme cases. The excess nutrients that are brought up to the surface from upwelling can promote life there (i.e. algae, microscopic organisms, and more).
