Pigment Molecules in Photosynthesis

Does any one know how the electron falling back to its ground state after exciting a pigment molec simultaneously raises another pigment molec to an excited state? Also, I understand the steps of the p680 transferring its electron to the primary electron acceptor and then oxidizing water to fill that electron “hole”. The other thing I am confused about is why it would transfer its electron to the primary electron accceptor if its such a strong oxidizing agent? Thank you - Jacqueline
