Are rhetorical choices the another name for rhetorical devices?

yes!

Yes - but even broader. CollegeBoard doesn’t want to pigeonhole you to a list of devices. If you see something that you know is effective, this was a rhetorical choice from the author - even if you don’t have a specific term for it.

If we are using a rhetorical choice that is not necessarily a device, could we still focus a whole body paragraph on that choice (and not include devices as evidence)?

As long as you are describing how the speaker achieves that choice, then you are doing what you need to be doing. Whether you call the devices by name or not, you will have to incorporate them into your explanation.
