If one of the bars is exactly the same number of another bar (ex - the SEM range for one thing is 0.67 - 0.87 and other is 0.87 - 0.98) does that count as overlap?

yes it does, if there is even the slightest overlap then your experiment is invalidated

overlap means insignificant because the error bars represent a range of where the mean COULD lie and if they overlap that means they could have the same mean which would not be statistically different
