Thermal inversion

In the “ap environmental science cram finale review trivia”, one of the answers was that "During a thermal inversion, cool air is at a higher altitude than normal. I don’t really see how this is correct. Isn’t warm air just lower than normal? Or even cool air is lower than normal because it can’t rise?
