The Ottoman Empire was Sunni, while the Safavid Empire was Shia.

In particular the Ottomans, with the Sultan as Caliph saw themselves as the leader of the Sunni World, and the Safavids with Twelver Shiism, believed the Shah had a special connection with God, and hence was leader of all Shia.
