x linked dominant in females would make them affected and if a female carried x lined recessive they would just be a carrier. however if the male gets x lined dominant or recessive they will be affected no matter what

is it possible for the mom to be affected by two x linked recessive?

yes, if the dad is affected and the mom is a carrier. the mom would donate one affected x link and so would the dad.
